Yes. The union is claiming victory; they are downright giddy that the allegations of harassment lead to a delay in RTO.
NP and the two may not be related. It is possible they are engaging in mediation or management wants to wait until the matter is litigated before the FSIP before RTO. There may be a risk to imposing RTO if they are not confident they can do it unilaterally.
I know they are related. But the union’s messaging is terrible. It makes me wonder how crappy they are at actually negotiating for members.

actually, i'm pretty sure that across the administration, the business world, and banking in particular, there are tons of middle managers utterly frustrated by the lack of affair partners and the ability to say "sorry, dear, i have to be at the office late tonight!"
