I don’t know any kids that submitted both and had a senior going through the process last year. School heavily emphasized only submit the best score. Now,if a kid got perfect score on both, perhaps they submit both, but that’s a very small group of kids
I think this is regional. in my area, kids take both and kids who do 99% on one usually are tip top on the other too. For kids at 1300-1500, okay, but kids who are scoring 1540 and submitting to duke - they're also submitting the 35/36
Seems like you live in a dumber region, there is no point in submitting both.

Does the CDS differentiate between the TO schools that rely on self reporting of scores vs those that rely on self reporting but require verification upon enrollment vs those that allow self reporting but require the scores are sent to them during the decision making period?

NP but it's when the kid has a specific focus and all extra curriulars, research, internships, published writings and as many classes as possible relate to it. The more unique the interest, the better.

Even at schools that have been test optional for years? Go start your own college and use whatever criteria you want but otherwise you’re just serving the needs of the college board.

I know of at least one the last cycle. Others have reported examples on other threads. TO is real. But people really want to believe it isn't. I'm not sure why.
Their kid worked like a dog for that 1550, it’s supposed to be the golden ticket, how could it be that it just doesn’t matter?
By worked like a dog you mean took it four times and superscored to a 1550.
