My question is: do I have to pay this (live and registered in Virginia)? And has anyone else dealt with this?

This EXACT thing happened to me with my elderly mother in law. We got a ticket as my husband was escorting her out the baggage claim door and across the street to the car.

Now you both know. The pickup isn't a park and wait while someone runs in and finds the traveler. It's for people who are already on the curb, ready to go.

If OP had time to send a kid inside I’m guessing it was longer than she thinks. But I’ll share a story I experienced once - this was at the half circle area near terminal A a few years ago. I had just turned into the lane for arrivals and pulled over after having phone confirmation my friend was waiting outside. I had been there all of 5-10 seconds with her in sight walking toward me because she could see my car when all of a sudden an airport employee started BANGING on the hood of my car and screaming at me that I had to keep moving. I rolled down the window to explain my friend was literally right there walking up and they screamed at me so horribly refusing to even listen that I had to then drive past my confused friend who was approaching my car.

It was entirely weird and such a power trip. I’ve been traveling for a very long time and understand how to use airport arrival and departure lanes, and this was truly outside the norm.

Forget a citation, they should have mandatory prison sentences for the filth that do this.

Woah. Anyone can make a mistake. The fine ensures that people don't make it twice.
I've never picked up anyone at Reagan, and I'm glad I read this thread. Otherwise I wouldn't have known!

Don't act like you've never made a mistake in your life, nutso PP.

I'm so sorry this happened to you, OP. It seems very unfair and stressful, but I don't see how you could contest this after talking to the supervisor. Maybe they really are that strict about times, regardless of the disability of the person being picked up.

So you were in the car and you refused to move when they asked you?

Because my 85 year old MIL was literally in the street with my husband walking to the car. Not at baggage claim. Walking across the street.

You were supposed to drop your husband off, loop around, then come back and pick them up when they are across the street. It’s not a parking spot.

I fully agree but...if no one else was in that area, why not show some leniency?

I was at Terminal 1 twice in June- dropoff and pickup. The curb area is ridiculously small there- probably no room for more than 20.cars at once. Both times it was jam-packed with cars and the access road into the terminal area was backed up. Based on that experience I can see why the officers are being strict about the rules to keep things moving. It was actually quite dangerous because people were darting across against moving traffic to escape on foot to family in cars backed up on the access road.

Which terminal/airline was it, OP?

OP said Terminal 1 in the first sentence

It's called First Terminal, you transplant.

Ha, it was of course Terminal A for a very long time up until a year ago, when they changed the names to go along with the new security setup at...Terminal 2.

Because that’s now how it works anywhere at the airport. There aren’t many softies there willing to be lenient on any thing.

No way you are telling the truth about the time.

You were there too long. Pay the ticket, learn, and move along.

How does a time limit of under 3 minutes (or whatever it is) prevent someone from setting off a bomb? Couldn't they just drive up and detonate it?

You were in the driver’s seat with car running? Couldn’t you say ok and just move up a few feet? Or take a quick lap around? It’s a small loop.

I think that if you dropped your DH, circled around, and mistimed it so that she was 3/4 of the way across the street when you arrived, that's one thing.

If you dropped him and waited, like OP seems to have done, then you deserve a ticket, even if the officer didn't get to you until the waiting time was almost up. Otherwise, it's like saying that the officer shouldn't give you a speeding ticket because by the time he wrote it you were stopped and thus under the speed limit.
