This EXACT thing happened to me with my elderly mother in law. We got a ticket as my husband was escorting her out the baggage claim door and across the street to the car.
Now you both know. The pickup isn't a park and wait while someone runs in and finds the traveler. It's for people who are already on the curb, ready to go.

I was at Terminal 1 twice in June- dropoff and pickup. The curb area is ridiculously small there- probably no room for more than 20.cars at once. Both times it was jam-packed with cars and the access road into the terminal area was backed up. Based on that experience I can see why the officers are being strict about the rules to keep things moving. It was actually quite dangerous because people were darting across against moving traffic to escape on foot to family in cars backed up on the access road.

You were in the driver’s seat with car running? Couldn’t you say ok and just move up a few feet? Or take a quick lap around? It’s a small loop.
