Unless they are planning to make the Sem 2 Health into a Financial Literacy type class, the Sem 2 Health should not be a requirement. If students want Sem 2 Health, they can sign up but if they don't, allow students to take a .5 or one semester course.

The requirement is for credit (2 semesters) and content.

Nothing is stopping the county for offering an Advanced/Honors version that makes an academically substantial class, like the county does it the Tech courses, and Blair Magnet does with the mandated 2-semester biology class.

They should start with an honors/accelerated 1 semester version.
Or merge it into PE, which should be spread across 4 years not 1 solid year.
