Steam/iron your clothes. Creases > wrinkles.

Avoid synthetic fabrics where possible.

Take items to the tailor so they fit you properly.

If we're talking really on the cheap, learn how to do some or all of the tailoring yourself. It's very easy to hem pants and not too hard to take in a waist or adjust straps. The MLK public library in downtown DC has a makers lab where you can use nice sewing machines and access thread/materials all for free.

Proper fit.

Neutral and classic.

Style the item (a good outfit), don't just wear it.

Spend the $$ on things like a bag, belt, shoes, coat/jacket, and simple elegant gold jewelry. Then a properly fitted white tee or black v-neck sweater, or similar kind of item, from a place like H&M or similar, will look great.

Get everything tailored. Also, check the men's department. Things are often cheaper and better made (and have pockets!)

Find out your color palette (warm/cool season). You can do it free online.
