What makes anyone think the Russian is going to prison in Russia once he gets exchanged? He has extensive specialized expertise in evading sanctions and in smuggling weapons to coup plotters. Putin needs help evading sanctions and in continuing to pursue his plans at plotting coups and destabilizing nations by arming local terrorists and warlords. Russia doesn't want to exchange this guy to punish him, they want to exchange him because they have work for him.
