You sound like my dad. He was furious at the neighbors for letting their dog bark during his afternoon nap. If you want quiet during the day, move out of the suburbs.

Yes he can mow his lawn but it’s the same as smoking or talking loud on your phone, it effects other people and that not ok!
I once had a neighbor who would mow his lawn late at night with a push mower.

He’s either old, retired, a bit off or has a grudge against a neighbor
I don’t like to recommend 911 but I also don’t recommend talking to him.
If people cared or thought about their actions and how it may bother other people then they wouldn’t do it
Like talking loud on their phone and smoking. They don’t care. I do believe their are some people that just don’t realize the impact
of their actions but most don’t care unless they are under 26 and their minds do not think that way yet.

What if you sat outside and tried to talk to him about random stuff. He would have to stop mowing to answer and you can get a better sense of him.
Otherwise start mowing your lawn at 2 am and see how he likes it

How big do you assume the neighbor's yard is? A football field? Maybe OP could go out to grab coffee during the mowing hour. Or, take a call while on a walk. Or, take a Xanax.

Are you worried that he doesn’t realize he just did it - ie memory loss/dementia/stroke? If so, talk to him, otherwise just ignore.

I will trade you for my neighbor. Their grass has never seen a mower, they have a million POs cars out front and they have unleashed dogs.

Maybe you should work from the office or invest in some noise blocking headphones.

He is retired probably age 60+

Then your windows and/or home insulation clearly sucks. Fix your crappy house and this won’t be a problem.

Unfortunately gas powered lawn equipment is exempt from the noise ordinance. However this may be a good case for excessive.
