I'm in Anne Arundel County. Received 2 boxes in a USPS mailer on Monday. Got an email a few days before telling me it was on the way. Ordered on the first day.

My guess is that it's based on zip code. Higher risk, lower vaccinated, lower income zip codes probably got priority.
