Except toddlers are people who will, wait for it, GROW UP and pay into the social security system you rely on in your old age. Do dogs do that? NO. How about: would you want a barking dog on an airplane? Than that's the same analogy.
Toddlers are little humans who are still learning. And yes they require help from the people around them. And yes, they can be annoying.
Dogs need TRAINING not to bark in situations it's not appropriate. Thankfully, unlike human children, dogs can be trained to do this from about 3 months of age. Your "it's just the way they are" excuse is pure LAZINESS. There are certainly lazy parents too, sure. But this thread is about animals.

The 10 pound lap dog that goes insane when my 75 pound dog and I are across the street, two houses over and walking away doesn’t understand that we’re not in his territory, and he has provided no actual defense. We’re not a threat and if we were, that little fluff ball couldn’t stop us anyway. He’s barking at us because he’s reactive and stressed out by how outmatched he’d be if he had to take on my dog for some reason. Meanwhile, my dog is silently wagging his tail in an attempt to be friendly.
Loud, aggressive barking is always miserable to listen to, no matter where your dog is.
Dogs don't judge size. A JRT can outface a bear. That 10 lb terrier can outface your lab.

I have dogs and they don't bark. I have taught them not to do that. It's possible. Maybe I just lucked out with both of them? We live in a neighborhood with tons of dogs and I don't think it's being a good neighbor to let your dogs bark like crazy 10-12x/day, every time someone walks past your house.
