OP here, I think it might be. I went to Northwestern, which has great engineering and is not that much bigger, and I think he wants a smaller experience than I had.
Lehigh’s undergrad pop is under 5k, which you said would work.

Santa Clara University. They have a brand-new, one-hundred-million-dollar engineering building. All the classrooms have glass walls so you can see what’s going on during the tour. Their are no TA’s, so professors are doing all the teaching. My son got $24,000/yr merit aid. He’s doing civil engineering. Great internship and study abroad opportunities.

One more suggestion: Gonzaga. Small class sizes in the engineering program, ABET accredited, undergrad enrollment 5k, in a small city. Various levels of merit scholarships for good students.

maybe Marquette or MSOE? its not really that cold out here anymore. basically like dc in the 1980s.
I grew up in DC in the 80s, and I travel to MKE monthly for work. MKE is colder than DC in the 1980s.
But those are both good schools.
