His campaign is done. He should have addressed this legislatively sometime in the past decade while he was chair of the committee that oversees the statute. Others had raised this as an issue. He did nothing. Just like he has basically done nothing as a councilmember.
Every other jurisdiction has similar requirements to serve as an AG. It isn't just a political position, it is a highly technical legal position as well.

Which makes no sense. There are 13 members of the Council, emergency legislation needs 75% of those voting to pass. With 13 voting it needs 10 votes, with 12 voting it needs 9. If there are three or fewer opposed it makes no difference if he votes.
