R is that it was an illegal flip. The engineer has been indicted by the FBI and City Attorney. So have staff at the city building department. (They took bribes and signed off on permits and special inspections where the work wasn't done, like concrete poured without rebar.) The repair cost is $800k. It will take us decades to get out from under this all.
