Hill East to Ward 7 doesn’t shift enough of the population. Some portion of Navy Yard/SW has to go.

Doubtful that’s the true reason for Kingman Park’s move. The high rate of increasing gentrification has already diluted much of the historic minority vote. For example, there is little diversity on the Board for the Friends of Rosedale Library. Also, the majority of attendees at Kingman Park’s neighborhood civic association meetings use to be Black. Now attendance is primary Euro-centric. These line changes may be a reward for community activists or former elected officials such as Bob Coomber for his next elected race. For instance, Mr. Coomber has been a leader in pushing for this neighborhood to become more like Capitol Hill 2.0. He also sits on a nonprofit board that helps to determine development along the Anacostia that is also part of these boundaries. These new lines appear to help solidify his political ambitions both in terms of residency and the capital necessary to run for office in a seat that is winnable. He is one of the local folks who has expressed a desire for higher office. Will be interesting to see what happens.
