Many kids can't do well on standardized tests. You have to accept that and move on.

But if you want to get in at a good test optional school you have to show other strengths. His GPA would also be a weakness at many of the suggested schools. He's either got to improve the test scores or lower his aims. Test optional doesn't mean tests don't matter, just that if your application package is convincing enough without the tests you have a chance.

Try in North Carolina - lots of options. East Carolina,unc-Wilmington, Appalachian state, western Carolina, North Carolina state university.

Lots of options. WVU, Radford, Frostburg State, Salisbury State, plus many smaller and less known schools.

Does he have a story? Look for essay required colleges. I completely think it made all the difference with my DC (no tests last year and he wouldn't have done well anyway, bit higher GPA than yours, but a kick-ass essay that was super meaningful as to how far he's come in the last years based on struggles. I think it's what got him in.

If you are full pay combine that with your ED bullet, especially if he wants an LAC.

I like the consultants list above. Syracuse A&S is test optional now and will probably admit, especially if you don't qualify for much financial aid. If you are full pay the LAC's rated 75+ will be very accommodating. The lesser ranked but still solid state schools also, and the PASSHE schools....

Most importantly don't panic, so many great colleges with high admit rates, his grades are very respectable. He'll be fine. And don't let any numbnutz tell you he has to go to community college. He can if he wants to, but he does not need to.

Are those schools test optional? Yes. Are quite a few of those schools reaches for his gpa? Also yes.

Especially if he does them test optional. Test optional works best for kids with high GPAs at schools where their GPA is above the 75th percentile and their test scores would be near or below the 25th%ile. This list does not seem to have enough safeties or even reasonable targets for OP.
