Except no clean bills have ever been offered. And even when the dems gave concessions like funding for the wall (that the Mexicans were supposed to pay for) and additional tax breaks, the GOP refused. So what choice was there? The GOP is not being an honest negotiation partner.
The American public sides with the democrats on these issues and the American public doesn't want the government closed. That is why you are seeing polling that is killing the republicans on this.
