Did you just paste this list blindly from someplace with no understanding of what these programs actually are? Probably, because you've listed RICA twice. Carl Sandburg Learning Center is a school for students with significant learning disabilities and interfering behaviors. It's a K-5, so obviously a 16yo can't go there. Rock Terrace is for students with significant intellectual disabilities who aren't on diploma track. RICA is for students with significant mental health needs. All of these programs are separate special education schools for IEP students who need 100% self contained classes. Not juvenile delinquents.
