So, this is one of the additions to Pinto's bill. Probably by The Sentencing Project, a NGO the killer is affiliated with, who ALREADY have one rep on the Commission, pushing a decarceral agenda.

I also used to work in Chinatown, it got overrun with people openly dealing, shooting up on the sidewalk, agressively panhandling or engaging in acts of violence, etc. Shame, And almost all Chinese businesses are gone.
