I read this the opposite way -- Jaypal and her wing were prevailed upon to vote on the Bipartisan Infrastructure Fund, which they had been holding hostage for BBB. After holding out for a long time, Jaypal and her members finally folded, voted up on BIF on the promise that BBB would also be voted/passed. Now that they don't have a hostage, the other side is weaseling out of the ostensible deal.
They didn't get greedy -- they brought their bill down from $6B to 2.5 B to under $2 B and they still aren't getting a deal because Manchin is balking.
Manchin has consistently done this -- remember the secret letter to Schumer detailing the parameters of a deal? He's basically gotten that deal, but still won't vote. Manchin is trying to hold a position where he vaguely supports BBB but for one or two small things that haven't been worked out yet, because he is a wise man trying to protect the federal budget and fight inflation. When pressed on details he opposes, or lobbied against in his own state, he gets pissed and aggressive, because he knows those things make him look bad.
TBH, he is protecting his own personal financial interests and his misogyny.
