That's the bind that Kevin is in. Any deal that Biden agrees to will be opposed by HFC simply because Biden agreed to it. So that means he has to broker a deal that will get 50+ Democratic votes in the house. Unclear if he realizes this or not.

Whatever McCarthy tries will fail. The votes aren’t there. Then Senate Democrats and a dozen Republicans can agree on an deal and McCarthy eventually will have to put that to a vote in the House even if a lot of his caucus oppose it.
