Its not ok to threaten someone by videoing them. She was in an area alone and her dog was was not bothering anyone. His bird watching story made no sense.

And what about the crazy man faking bird watching who set up the situation via his own version of what happened and was trying to take her dog. If this was a child it would be kidnapping. You're being disingenuous. You can still strangle someone without actually killing them and pretty sure if you put a collar around a kids neck and held them up by it while they panicked and cried to get free, CPS might have a word with you.
