Because driving a car, buying alcohol or cigarettes, or flying a plane are choices or optional. Voting is a right. Unless or until the GOP makes it easy and free for people to legally obtain ID cards, the democrats will oppose it. Why? Because in many jurisdictions, the GOP has made it virtually impossible for anyone not with a car, to go to the places where legal IDs are issued. Spend half a day and cash money taking a bus to find out you have one piece of verification missing, or that the birth certificate you have wasn't notarized in the last 3 years, or that the DMV is closed at times when you are not working, etc.

That you didn't know this is a reflection of your privilege. It isn't some sinister plot to make it so anyone can vote illegally (ironically the documented cases of illegal voting have been largely on the GOP side and not at numbers that have altered any election results.)
