If what you wrote was implemented immediately youth soccer would have 16 year old "freshman" (held back 2 years in 8th grade typically for sports) playing against 14 year olds.
It would be a HUGE drop in club participation because players would clearly see that teams dont matter playing down 2 years does. Why go though all the effort and pay the big fees if you're not planning to play down.
Also private schools would be in alignement with club soccer and would take over the college recruitment pathway from clubs by offering scholarships + fielding all the best players in an area.

What the play downers / GY showcase people want to do is have their Junior or Senior play in Sophomore showcases so their kid is in the group most closely looked at by college coaches. Leagues already know this is what they want which is why they don't allow playing down Sophmore year but dont care Junior or Senior year hence the u18/19 grouping.

Thats the issue Aug birthdays playing down are a dead end street. You get the parents saying that it allows their kid to be the star. Ok, so what happens next? If they're truly talented they'll need to play on a team thats their grade in school to get recruited and play in college. If they're not truly talented are you just chasing plastic trophies and wasting all your time on weekends?
Starting early on a correct grade team avoids the eventual dead end that every talented player playing down will run into.

Leagues already know this is what they want which is why they don't allow playing down Sophmore year but dont care Junior or Senior year hence the u18/19 grouping.
