Because they are using census tract data for the home - which are more refined than zip codes. They do both attend the same high school, a high performing with many resources, so their index shouldn’t be too different, but their economic background is different. The typical education level of their respective census tracts is part of the index too.

This is a tool which will help colleges do what they are already doing a little bit better -- and to have a quantifiable way to explain their decisions. Not a new paradigm.
