B-CC is a a GS 7 and WJ is just an 8. Both are mediocre. Overall Blair does much better than any county school in terms of college admission and academic awards.

Given that MCPS has clearly stated the aim of opening Woodward is to help with overcrowding situation in DCC and WJ, Including Wodward in DCC is the most direct and effective way to achieve it. Magnet or lottery will get students from every place, but focus is to help DCC and WJ. That's the stated goal by MCPS.
