Yeah, hi. Guam is indeed considered "international." They have their own "football association" which is affiliated with Asian Football Confederation as opposed to U.S. Soccer, which is part of CONCACAF.
This is similar to how Scotland, Northern Ireland and Wales have their own national teams even though they are part of Great Britain.
All of this is aside from politics and who is part of what. They have their own national team, as does Puerto Rico, it is "international."

My guess is when he can get 20-50% return on his total investment. Or until his youngest is done playing or commits to a school.
