Someplace I saw that he has rosacea and is trying to cover it up. I also wonder if maybe he has bad acne scarring or some similar skin texture problem that he’s trying to cover. Or it could just be that he’s insane.

As a woman in her 50s myself, I diagnose this as, she's gone up a size (or two) but won't shop accordingly. Can't explain the pattern, though.
