It's technically not. The ball should never get to the goalie. 6, 8, or 11 other players failed in the field before it gets to the goalie. If the team is doing it's job the goalie shouldn't touch the ball. All good coaches have this mindset. You never blame the goalie.

GA starts at U13. Pre-GA just means it’s their top team younger than U13. They’ll play in NCSL or EDP. When that team reaches U13 it will be their GA team.
That at least makes sense vs the “GA2” moniker for B teams starting at U13. Why call a team that’s old enough to play in GAL (but doesn’t) the “GA2” team? Just call it the black team (or something) since that used to be the top team before they were accepted into GA. For the handful of clubs that actually do have two teams playing in GAL, I can understand calling them GA1 and GA2 (or similar). But those clubs are far and few between.
GA2 is just a marketing term for clubs to "entice" players to their second team. I can't speak for every club and every age group but when we needed an extra player due to injury or something, we didn't roster a single GA2 player all season, we'd pull up a player or two from the younger GA1 roster to play with us that weekend.

Yes. More talented boys will always stay at LS because of encl. once they hit 13,14 the third/fourth team boys head over to VRSC and make the top team.
