IMO Your kid should get in no matter what the teacher says on GBRS. Never seen better WISC score.
Your kid meets at least three if not all (not sure about GAI) of the minimum on 'Profoundly Gifted' qualification by Davidson.
Wonder why didn't' get better scores on NNAT and CogAT.

I also think GBRS might be a relative measure depending on the centre a school might belong to. For eg., some of the base schools have mostly smart kids. In that case, their GBRS might be low as compared to other kids in their school, even if the kid by him/herself is a smart.

They say it's not space limited. Your kid is not competing with peers for a seat.
If the kid is gifted, he/she should be selected and serviced. At least that's what they say and it should apply to appeals as well I think.

I have also pondered if any appeal decisions depend on space left in the AAP program and how many appeals come for each AAP center. Maybe less appeals are accepted based on the location???? or maybe it doesn't matter about numbers??

Minimum Score Guidelines for WISC-IV: Standard score 145+ (99.9th percentile) on at least one of the following sections: Verbal Comprehension, Perceptual Reasoning, General Ability Index (GAI), or Full Scale

My DC actually meets two of them on Minimum Score Guidelines.

Anyways those four are probably what the selection committee pay attention to.

Well the kid got rejected in the first round with GBRS 12 which is not bad.
That means test scores(NNAT/CogAt) were not so great.
The WISC is not good enough to override initial decision IMO.
3 at lease clearly shows giftedness in visual learning area.

13:25 was meant for 13:17, whose DC has a FSIQ of 145.

Seems to me except for maybe 1 or 2 cases, most are appealing due to mediocre GBRS despite of good NNAT and CogAT scores.
I thought one of the main purpose of WISC is to overturn GBRS.
Hence 90%+ appeal success with WISC submission.
