So neither Alexandria Red or Charlotte seems mediocre.

They got blown out by a ecnl team, Charlotte Independence. Better teams were in the 3rd division. For example, third division final was VDA vs Maryland United.
My daughters team played Alexandria Red in the regular season and I can confirm they were very good.
The tournament didn't label them 1st, 2nd, 3rd division. I would bet that they just tried to get everyone to play different teams and so that they weren't blowouts. There were a lot of NC ECNL teams. I'm sure no one wants to play anyone they play in the regular season.
