Here's the letter from the IG to the Acting DNI that was attached to the complaint.

"Complainant has subject matter expertise related to much of the material."

And that the instruction to lock down all aid to Ukraine came directly from the President himself. And no one knew the policy rationale.

According to the complaint, White House officials tried to lock down records of the phone call with Ukraine. Because they knew it was bad and wrong.
