Where would one join? TPC and RTJ are the only comparable courses to Congo in the area, and they are both golf only. If you are a golfer with a family that doesn't golf, Congo make much more sense.
If you're all golfers, then I suppose TPC is potentially the best option (closer vs RTJ) though I prefer Congo's blue course a bit more.
I’ve played pretty much every course in the area, having grown up here, played golf in school, inter club, etc. RTJ is probably the best. Congressional Blue a very close second. Woodmont North is a small drop from there but very close since the work that was done in he run up to the Women’s Am and probably more playable than the other two for the average player. Columbia is my favorite and Indian Springs (Chief) is the one I miss the most (RIP). Bethesda and Kenwood are also fun tracks as are Belle Haven and Westwood in NoVa. Chevy is overrated as a golf course, but the hockey rink is cool. Of the second courses (i.e., clubs with 36), I prefer Woodmont's to Congressional's.
