This raises an interesting question: how much of these aid dollars result in material benefits to marginalized people and how much is to pay for staffing and other costs?

Well PP, the work that President Trump has done has resulted in a number of movements in the realm of federal aid which were very much prompted by or a result of, past actions of a certain former administration, which has guided President Trump’s advocacy for what needs to happen.
And the administration is not going to stop doing that. The administration is not going to stop pursuing what is necessary for the United States to be clear about where we stand on all the issues surrounding international aid.
The work that Trump has done is zero. He has zeroed foreign aid and has zeroed domestic grant funding.
That wasn't "prompted" by anyone but Project 2025 and tech bros' Randian fantasies.
