I don't think all of the Caribbean qualifies, because you have to be speaking a Latin language, eliminating Jamaica, but including Haiti.
So by this logic (and OP’s) Suriname is not Latin but in Latin America? same with Guyana Costa Rica and Belize

Sure, a Breton, a Mexican living in Oaxaca, a Romanian, a Sicilian, a Patagonian, and a resident of Lugano all are members of a group that constitute a people. Seems like a very worthwhile classification
