I am a teacher in DC and have had lots of students who are here for only a year. Parents get a fellowship at Smithsonian, Library of Congress, whatever, and they think it would be a great experience for their family to live in the city for a year. I don't know why you think this is so far fetched.
Add military families to the list of people who relocate to DC for a year with a housing allowance...some from only a few states away.
But, the PP has lived in DC for a long time! If she's never heard of it, it doesn't happen!

Hey OP, we're a Ross family and it's truly a great community. Come on down! 
also, there are tons of private preschools in the area. The JCC is probably closest, and School for Friends is probably nicest (with good outdoor space), but there is also a Bright Horizons, KinderCare and a smaller one I can't remember right now nearby too.
