We've decided NOT to travel so our kids don't have to lie. That too is an option.

NP but when you put it that way that is exactly what this policy is requiring families to do. Also to not have juniors or seniors visit universities outside the DMV. Many schools fly kids down to visit, take them on tours, etc. This can help kids have opportunities for scholarships, make decisions on which school to attend, etc.
My guess? DCPS will make 'exceptions' for travel like that, which reiterates how ridiculous and useless this policy is.
But those juniors and seniors can be vaccinated, and there is no post-travel quarantine for the vaccinated
