An 11 yr old in October is a 6th grader. They turn 11 in fall - summer of 5th grade. Unless you redshirt. This little shit probably is. He has issues.

And this is why people despise HOAs. People get an entirely worthless position and they think get on a power trip.
I will never live in a place that has HOAs.
Archie Bunkers come out of the woodwork.

Having them scrub the nasty toilets ALL summer is something they would never forget. Banning them for several years won't really accomplish anything except make the entire family resent the cows on the HOA board.
How would you enforce this? HOAs have little to no power to make people do stuff (except pay where it is in HOA documents) but it is much easier to exclude people from using community property.
Tell them to scrub the toilets. If they don't do it, then ban them from the pool. It's not that hard.
Who is enforcing and monitoring all this? Yes, actually, at a place like an HOA, enforcing everyday clean up for 12 weeks is tough. This is an HOA not a set of parents. Not the HOAs job to teach a lesson.
Ok hardass, then call the cops and throw the middle schooler in jail.
Or just tell them can’t use the pool until they grow up. See how much easier that is on everyone?
That works out great until the HOA board members are replaced and the kids are allowed back in the pool. I don't think they would have much of a case, but this HOA has been sued before.
If their ban was reasonable, then it would never have been an issue. But you aren't dealing with reasonable people.
Interesting. Care to elaborate? Although based on their actions here it’s not surprising.

This. What do you want them to do? Hire a separate community manager for a summer, probably at a cost of $20,000, just to watch those kids scrub toilets?
Damn you sure are dense. Do you take everything literally?
