It’s normal in that there is always that “one” kid, but he is a outlier.
+1. There is always the one kid in about 12-20.
I have volunteered as an assistant in preschool for several years, and it is always one kid each year.
However, I know that one of the kids who was much worse than your kid at this age is a typical 10 year old now. He gets good grades and does not get into any trouble. He was a handful in K, but something just clicked in 1st grade. I haven't kept track of the others so I can't say how they are doing several years out.
