It's not much of a partnership. All ECNL teams offer 2 discovery positions per age group (U18/19 offers 4). This is part of ECNL Girls and Boys for every ECNL club. The idea is to offer spots to players who want to continue playing for their club, which doesn't offer national league play, but have the skills to be on an ECNL team. It helps the ECNL team and the discovery players. Those players pay part of the fees. In the case of HYS/Arlington, the players will not need to pay the fee and that's the "partnership."
