OP’s fear for her kids is irrational. Kids aren’t at significant risk from covid. She doesn’t really have a legitimate complaint here.

Maybe she is not getting the vaccine so she does not have to spend time with you or your family. Would be an excellent excuse ...no that she needs one.

Outdoor masked visits until kids are vaccinated. Don’t compromise.

A. Vaccines are not 100% effective
B. Her children cannot yet get the vaccine, so more protected adults help stop the spread.

Kids can get it from anywhere. I wouldn't worry about getting it from SIL. if the kids have friends any number of their friends family members may not be vaccinated. It will still be out there, people will still get it and if you are vaccinated it should protect you from the severe symptoms.

So who cares. Let your kids play. If you're SIL gets it so be it. You can still get it even if vaccinated, although it should be less severe.

If she wants to take the risk that is her choice.

Can you please explain why it's important to you that your SIL be vaccinated if none of the children will be?

I'm still waiting for this answer - what exactly is your concern, OP?

We get that you don't like your SIL but if you and DH are vaccinated, and your children are not and their children are not (and presumably some of those children if not all are going to school in person), then why is it such a big deal that she's not getting vaccinated?

That was a flawed assumption to begin with

Choosing not to take a drug that is still being studied and didn't go through the normal level of clinical trials doesn't make someone stupid. It makes them more cautious. Just as you are cautious about catching covid she may be cautious about the long term side effects of the vaccine.
While I am vaccinated I can understand why a person would be hesitant.
