Not automatically, of course not. But for the most part people with critical thinking abilities in GA-14 will go to Atlanta or Athens for college and they will not return to their hometowns.
This is one of the ways that brain drain affects the whole country. Red states and districts without good educational institutions and economic opportunity will send crazier and crazier folks to Congress.
I think there should be a baseline for electing someone to Congress. It doesn't even necessarily need to be education - Hawley went to Harvard and Oxford and he's still an asshole.
But maybe 2 years of community organizing or involvement in some way. You need to live where you represent. You also preferably should have some experience in local elections first (could be county clerk for all I care).
