Hell, all she had to do was hop into a taxi and demand they drive her across the border - Monaco is so tiny that could have been in France or Italy in 5 minutes. They don't require or check for passports when you're traveling between European countries by car or rail - even as a foreigner just like in the States.
So you didn’t read it. Because it clearly states she did go to the embassy - that was her first attempt to flee.
