Some are in strict lockdown. Some have closed most businesses but kept schools open.

The only thing you mentioned that’s constitutional is closing businesses but keeping schools open.
It is not constitutional in this country to require people to tell the government where they’re going, or fining people for being beyond a certain limit from their home.
Moreover, that’s not even effective, given that most COVID cases are happening via in-home gatherings, which you could do while staying on your own block.

It’s not about all indoor dining — it’s about high-capacity indoor dining. He’s capping indoor dining at a low capacity.
