Actually B will require the Council to lower the property tax rate in most years. Sorry if you wanted your child's school renovated, or that road project you were counting on.
The council lowers the tax rate in some years to fit the existing charter of revenue plus the rate of inflation. The county is still collecting more than last year. We aren't cutting taxes if B passes.
Nothing important is going to get cut if your budget is $4 billion, I'm sure they can move stuff around but that would involve more work than they like. Elrich and the council want money to pay for stuff beyond the basics and scratch the unions' backs so that the unions can scratch theirs in return.
