I think it's a deep fake. Watch the hands. There's a sequence of four motions (in, out, spread wide, back down to his sides) that repeats about six times during the video. And if you jump around in the video it does something weird as well with stopping and starting. I think they
spliced together one loop and played it over and over and just changed the lips around to make it look like he was talking. They can pull these phrases like "fabulous" and "really great" from other speeches he has given to give this thing a voice. It's not him.
