Better than that I think. The problem is the league system. The "top" clubs deliberately keep strong rivals like Vienna out so they don't get exposed. I'm pretty sure Vienna would be a contender in ECNL at most age groups if only they were allowed to compete.

VDA 2008 beat Vienna 2008 3-1. VDA 2007 lost 3-1, but it was to Vienna 2006. I don’t think that makes Vienna the top team at either age group.

BRYC doesn't have a pipeline. Half their kids are from Prince William....and that is drying up now as well with the rise of VDA.

BRYC will be fine. Plenty of kids will go there from Fairfax, Burke, Vienna and Springfield over time. I don’t think they need to worry about losing more people to VDA, at least not this parent’s kid. Lots of boys have no desire to play at Arlington or McLean so BRYC will be a logical place to go for parents and kids who want to be around saner company.
