Exactly the opposite. Solve the systemic issues and then the individual racists won't matter.
Allowing parents more choices is a systemic change.
Keeping black and brown poor children trapped in a failing school system until every racist can be identified and reformed is just the usual "pretend to care while actively blocking concrete change".
