Did you invite them or are they rude and just RSVPed with multiple kids. You don’t have to police the basket. Print out a name tag and tie to each wrapped cookie (or use a sticker). I don’t think you need to provide favors to kids who were not invited.

I've got this crazy idea that people just stop doing party favors. Every time we get them I make the kids immediately throw them away.
