NoVA is the south. Racism is rampant. This is the reason it is not as attractive as SV or Seattle.
Maybe NoVA has changed but the perception remains that it is not a place that welcomes diversity.
The KKK presence is still very strong. You can't drive more than 5 miles without seeing confederate flags on trucks or in front of houses.
