Because he was still holding onto the secret that Bucky was the one who killed Tony's parents.
Once Steve admitted to it Civil War, it was off his conscience & was pure in spirit, which now made him worthy.
I loved when Captain America finally game the order to "Assemble"... I got the chills.
He said it in the perfect way too, he didn't scream it... he said it with conviction.
Go watch the hammer scene from Age of Ultron on YouTube—if you watch very carefully you will see the hammer move slightly when Cap picks it up then Cap looks like he’s faking not being able to pick it up.

Hard disagree. I thought she did a wonderful job with a very thinly written character. Like Jeremy Renner, she’s a low key actor, which is why they worked so well together.

Did you even see Endgame? If you think her performance there was a “vacant stare” then I really shudder to think of what you’d classify as “good acting”.
