Actually under the residency rules all you have to do is write a letter to grandma saying the kid needs to live with her for a while. No court document needed. It’s ridiculous.

I know that is common, for sure. However, I'm not sure that's what happened in the cases that Racine decided to procescute--it seems these 6 cases would be more clear-cut.
PP again. What I meant is not that mom is using grandma's address for sake of convenience, but that some children are actually in unstable/transient living environments, where they literally sometimes live with mom, or with grandma when mom is not doing well, then back to mom or dad, etc.
So the Maryland kids stay with grandma for a short time and next thing they’re permanently enrolled at Wilson? Give me a friggin break! Fraud is fraud.

Former Ballou teacher here.
There are quite a few Maryland kids in Ballou. Usually it's because they have family in the surrounding area, and want to go to school with their cousins. They flow back and forth between their relatives' houses, so they may be home one night and staying with that relative the next night. Some kids do it because they want to play sports there although that's been curbed a bit since the investigation a while back.
Coincidentally, the same thing happens with a handful of Ballou-like schools across the Maryland line. It's the worst kept secret. No one seems to notice or care what happens in the less desirable schools, so admins look the other way as long as the students behave. It's even used as leverage to keep some of the repeat offenders in check.
I always figured this happened and it came out about even in the end. Some states allow kids to enroll across state lines and they settle up financially at the end of the year. I don't see a problem with it if a school has space. It's only when DC kids are getting deprived of something they would otherwise have (like a spot at CHML or McKinley Tech) that it's not okay.

Shows how difficult to prosecute as also filed false Food Stamp docs, that's why shouldn't be up to the schools. Re. Ballou didn't the teacher of the year who also committed residency fraud have some of her kids at Ballou? Think husband worked there as a coach or something.
If any of the cheaters works for the DC government in any capacity, why aren't such persons summarily fired? They've demonstrated through their fraud that they are unworthy of being placed in a position of public trust.
Innocent until proven guilty is a foreign concept to you?
It shouldn’t be here. For every case of residency fraud found, there are probably 100 that go undetected.
